At the end of the Qing Dynasty, international exchanges between China and foreign countries increased day by day. Many countries often donated medals to important foreign guests such as ambassadors, inspection officials, and key travellers in order to connect with each other. However, according to the tradition of the Qing government, horseskins, flower tinctures, tops, etc. were donated, which was not suitable for international practice. As a result, the Prime Minister of the Qing government knocked on the affairs of each country. On December 29th, Guangxu seventeen years (1891), he played a Medal charter to the court, and proposed to set up a "Double Dragon Star" medal. This memorial and medal charter and medal designs were quickly approved, giving birth to the first medal in Chinese history. The "Shuanglong Baoxing" medal is star-shaped, with a pattern that resembles the national flag of the Qing Dynasty, with a dragon as its symbol. The medals are divided into five levels of ll. The first, second, and third levels are divided into three levels, and the fourth and fifth levels are not subdivided. The grade is marked on the star with Manchu, and it is inlaid with jewellery, or pearls, or corals, or gems. When a medal is awarded, a "Certificate of Medal" is also issued as a certificate.
